Finland’s third National Roma Policy supports Roma inclusion 

The Government has adopted a resolution on Finland’s third National Roma Policy (ROMPO 3). The key objective of the National Roma Policy for 2023–2030 is to support Roma inclusion, participation and equality and to end discrimination by tackling antigypsyism.

The policy programme includes four sectoral sets of objectives related to education, employment, housing and health. 

The special priority areas of the policy programme are the rights and participation of children and young people, equal operating conditions  for older people and particularly vulnerable people, diversity and non-discrimination in employment and the maintenance of the language and culture of the Roma.

Policy measures are planned and implemented together 

The measures proposed in the policy programme were selected together with various stakeholders. The measures will be targeted using the lifecycle model, with the aim of ensuring the equal realisation of Roma people’s fundamental rights.

In the third programming period, the focus will be on regionally implemented measures. The Regional Advisory Boards on Romani Affairs and the local Roma working groups of municipalities, cities and towns will play an increasingly important role in promoting these measures.

Public authorities, organisations and other partners involved will decide independently on the possible implementation, form, scope and content of the measures.

A separate action plan will be prepared for the policy programme. 

Finland is committed to promoting Roma equality

The National Roma Policy is based on the EU Roma strategic framework for equality, inclusion and participation, and it will run from 2023 until 2030 in line with the strategic framework. Finland is committed to the objectives of the strategic framework and aims to promote the equality and inclusion of the Roma in different areas of life.

The European Commission will monitor the progress made with the national policy programme by making use of surveys carried out by the European Union Agency for Fundamental Rights and the feedback received from civil society. In line with the Commission’s guidelines, Finland will submit a report on the implementation of the National Roma Policy to the Commission every two years.
